Emphasis, with nothing attached to it.

An exclamation mark on its own is pure tone of voice — urgency, delight, alarm, or the end of a sentence somebody felt very strongly about. What that sentence was is entirely your business, and nobody is getting it out of you.

Why “!”? It is the loudest mark in punctuation and the only one that carries feeling rather than structure. Stripped of its sentence, it becomes the feeling itself.
